Obtaining an Indian Passport

OBTAINING AN INDIAN PASSPORT
If you're an Indian citizen and want to travel abroad, you will require an Indian passport to leave the country and enter the destination country. This page will offer guidance about the procedure and other formalities as well as tips.

NEW: Look at the new rules. Hopefully, this helps out many with document issues. 

The passport official site is http://www.passportindia.gov.in/AppOnlineProject/welcomeLink. This website will provide all required information, documents required, application forms and FAQs. However my post will offer some tips about what may happen in practice, but unfortunately not according to the rules.

You can apply for a normal passport or a tatkaal (express) passport. There are certain restriction on applying for tatkaal with extra fee and documents. 

Where to apply
Nowdays most people apply from passport application centres called Passport Seva Kendra (PSK) and for most, if not all, prior appointment is necessary. However in certain circumstances one can directly go to the Regional Passport Office (RPO) to apply, for which conditions depend on the RPO. 

Important note: You must apply from a PSK or RPO (or other application centres such as select post offices, District Passport Cells) which covers the jurisdiction of your present address (even if your permanent address is in a different location). You must not lie or suppress any information about your present address or other details on the application form as that is a serious offense and can lead to denial of passport, and be grounds for criminal prosecution

If you commit the above offence, your police report would be adverse. You may receive a show cause notice (SCN) and then you must contact the RPO. The procedure to continue processing your application may involve writing an apology letter, paying a penalty, receiving an application closure letter and then apply from the RPO/PSK which covers your present address jurisdiction.

If you filed your application at an RPO that does not fall under the jurisdiction of your present address, and if the above happens, you must apply to close the application and apply afresh at the RPO of your current address.

APPLICATION PROCEDURE
Step 1: Registration on Passport site and filling application form
You will have to register on the aforementioned site. Following which you can fill in the application form. Your choices of payment are either by credit card, Challan of SBI Bank or SBI and associate banks bank transfer. The amount you have to pay can be found here. For more information on fee payment, visit this page. You will then be able to make an appointment.

Step 2: Gathering Required Documents
The documents you will be required to submit depends on your case, normal, tatkaal; reissue or fresh. For a normal, fresh passport case, the bare minimum documents you will require are
- proof of date of birth (if born on or after 26.01.1989 you must submit a birth certificate. If the birth certificate doesn't contain your name, you will need a declaration from your parents mentioning your name. If born before 26.01.1989, you can submit a birth certificate or class 10 pass certificate or a school leaving certificate. Illiterate (or semi literate) applicants may submit an affidavit sworn before a notary or magistrate.)

- proof of present address 
With regards to present address, you may, in theory submit one of the following. Whatever you submit must prove your residency at the present address at least 1 year from date of application
  • water bill
  • electricity bill
  • telephone bill (landline/post paid mobile)
  • 1 year bank statement/passbook (list of acceptable banks
  • proof of gas connection (carry 2 gas receipts 1 yr apart, or gas voucher + latest receipt)
  • income tax assessment order
  • voter ID card (issued by the Election Commission)
  • Aadhar card
  • certificate from employer on letterhead, if employer is a public limited company
  • ration card
  • minor applicants may submit parents' passports as address proof, if current address is same
  • spouse's passport
  • registered rent agreement 
For first three, 2 bills must be submitted: one of current year and one of the previous year. If you submit the ration card as address proof, you must also submit another of the given list too. Sometimes more address proofs may be requested, in case you don't have or can't convince, you may have problems. So, you should carry as many as you have, even if they are not of the above list. Sometimes only bills of nationalised phone companies are accepted. 

- if you are eligible for ECNR (emigration check not required), you may submit proof of the same. Common ECNR proofs include Matriculation certificate (class 10) or higher degree certificate, or proof of paid income tax. However, the list is quite long and can be found here
If you don't have such proof, or aren't eligible for ECNR, your passport will be stamped ECR (emigration check required) and you will have to procure clearance from the Protector of Emigrants if leaving to select countries on a work visa. 

You may, depending on your case, require other documents. They could include an Annexure or Affidavit. The list can be found here
If you require other documents, you can check those on the website (for example, a marriage certificate to include spouse name). 

fresh, tatkaal case
You will require the above proof of present address and proof of date of birth. In addition, you will require a notarised Annexure I and an Annexure F by a gazetted officer. If you don't know a gazetted officer, your local police station may issue you an Annexure F.

reissue, normal case
If your passport isn't damaged, lost or stolen, you will need the old passport and proof of present address. If the passport is damaged, you will need details of old passport (file no, passport no), preferable a copy of the old passport, proof of DOB, proof of address and Annexure L. Those documents, along with a police report, will be required for a lost/stolen passport reissue. 

You may also need other documents, depending on your case. Check the website. Minors will need consent from parents/guardians and will have to fill up an Annexure depending on case.

Step 3: Visiting the application centre
If you're visiting a PSK take along the original documents and 2/3 photocopies of each (including of old passport, for a reissue).

Step 4: Police Verification
Here it is...this can be the most irritating and time-consuming part of the application. I will now describe the theoretical procedure:
The police is supposed to visit your home and verify the documents you submitted during the passport application procedure. You will be made to fill a form and sign something and may have to submit a few passport-size photos.

In practice, however, the police may ask you to come to the police station with a list of documents, often many more than the required number for passport application. It is known that sometimes they ask for a bribe.

You should try to be patient and respectful. Never lie about any detail!

Usually every passport application needs to go through police verification, fresh or reissue, exceptions being reissue of undamaged/not lost passport with same address or minor's passport when at least one parent has a valid passport with spouse name endorsed. Most normal applications are on pre-police verification (police verification (PV) done before issue of passport) while most tatkaal applications are on post-PV method (PV done after passport is issued). If you receive a passport on post-PV and need to travel soon, inform police and RPO in writing and take acknowledgement. PV will be done later.

That is the end of your passport application procedure. When your passport is dispatched, you will receive an email/SMS. If you're not at home you will get an intimation and must visit the post office to collect your brand-new passport.

MY PERSONAL PASSPORT REISSUE EXPERIENCE
My passport was expiring in Apr 2015 and I decided to get it reissued in normal mode. Here is the timeline.

27/07/2014- Registered online and filled the form.

03/08/2014- Getting an appointment can be time consuming. Paid fees online and finally got an appointment for 5 Sep.

05/09/2014- Went to PSK, Sai Arcade, Outer Ring Road, Bangalore. There is paid parking behind the building. You will only be allowed to enter exactly at your reporting time. When you go inside, the first step is the issuance of the token. Keep your documents handy. In my case, I needed my current passport, parents' passports, and my address proof and class X certificate for non-ECR. Passport was granted with pre-police verification mode. As of that night, the status was "Police verification has been initiated and a request has been sent to Kadugodi Police Station, Bangalore".

06/09/2014- Status changed to "Pending for physical police verification at Kadugodi Police Station, Bangalore".

07/09/2014- Visited police station for the verification process. Photocopies and originals of current passport, gas connection voucher and latest gas bill were needed. I also had to present my school ID card and a school bonafide certificate. Besides, 2 passport photos and a letter from a neighbour were needed. Note that the police verification process differs from city to city, and from police station to police station.

09/09/2014- Status changed to "Police report has been submitted by Kadugodi Police Station, Bangalore and sent to Commissioner Office, District Bangalore for review".

10/09/2014- Status changed to "Police report has been submitted by Commissioner's office, District Bangalore and action for passport printing is initiated, to be followed by lamination, signing, quality check and dispatch".

12/09/2014- Status changed to "Your passport has been printed and You would receive an sms/e-mail once the passport is dispatched".

16/09/2014- Status told me the passport had been dispatched.

17/09/2014- Passport received.

All in all, a much better experience than few years ago. Pre-police verification in 12 days was not something one could expect even 2 years ago. So, my advice is to be proactive: if you sense that there's something wrong, take steps to correct it. Finish PV as soon as possible.

FAQs
1. Where to apply from
Q I live in Chennai presently. Until four months ago I resided in Pune. Where should I apply from?
A You must apply from Chennai and present address proof for the last 1 year, so that includes address proof of both Chennai and Pune addresses.

Q My present address is in Kolkata but my permanent address is in Bihar. Where should I apply from?
A You must apply from Kolkata.

2. Passport for minors
Q Does my child need a separate passport or can his name be endorsed in my passport?
A The child will need a separate passport.

Q I am 16 years old. Can I get a 10-yr validity passport?
A Yes, minors from 15-18 can apply for a 10 yr passport. Fresh police verification will be done for this.

Q I am 17 and am applying for a 10 yr passport. Can I get a 60 page booklet?
A No, minors can only get a 36 page booklet.

Q How long is a minor's passport valid for?
A 5 years or till the day before their 18th birthday, whichever is earlier. However, minors aged 15-17 can apply for a 10 yr valid passport at extra fees.

Q Can address proof for a minor's passport be in parent's name?
A Yes.

Q What documents for date of birth must I submit for minor passport?
A Only a birth certificate is accepted for proof of DOB for fresh passport or lost/damaged passport reissue.

3. Reissuing a passport
Q My passport expired 4 years ago. Can I reissue it or apply for a fresh passport?
A You must reissue it.

Q My passport is out of pages but valid for 4 more years. Can I get more pages added?
A No, you must apply for reissue. A new passport booklet will be issued.

Q I lost my passport. Should I apply for reissue or fresh?
A Reissue, submit reason as lost passport, and submit documents for the same.

4. Documents required
Q I live in my present address since 8 years. However my address proof is only since 4 years. Can I apply for a passport?
A Yes, as address of more than 1 yr is available, you may apply for a passport.

Q I was born on 01 Jan 1989. I do not have a birth certificate. What document can I submit for DOB proof?
A As you were born before 26 Jan 1989, you can submit a 10th pass certificate/school certificate.

Q I was born on 12 Mar 1990. My birth certificate does not have my name. What must I do?
A Along with your BC, you will need a declaration from your parents stating what your name is. It would be helpful if you have other documents as well, such as educational certificates.

5. Police Verification
Q My status says "Pending for police verification." What to do?
A Visit the local police station to complete police verification procedure.

Q In my application form I mentioned the wrong police station. What to do?
A Most likely, even in the above case, your file will arrive at the right police station. Check with them.

Q I applied under tatkaal mode. I have not received my passport but am being called for police verification. What to do?
A In a minority of cases, PV may happen before passport issuance even in the tatkaal scheme. Please complete PV.

Hi, thanks for your comment. A letter from the society is usually asked for in Mumbai; if you live in Mumbai, you need to submit it. I think, though not sure, the same is for Pune too.

It is not necessary in most other places in india eg Bangalore, Delhi.

If you want to complete the procedure quickly, you can approach the local police station to complete polive verification.

Unfortunately you need to try to ask your landlord for a NOC if you're a tenant.

If this doesn't work, you must convince the police that your landlord isn't issuing you one and take it from there. If the police doesn't listen, consider talking to more senior cops.

Shouldn't be a problem if you don't have proof of permanent address. You can mark the permanent address the same as present address in the form.

Present address proof seems sufficient.

Rental agreement is not required as you have address proof for your address. However if you have one, it can be used for police verification.

Even my birth cert only carries parents' first names so I don't think it is a problem. In any case, carry a declaration from your parents mentioning their full names and that only their first names are mentioned on your BC. ID proof copies of your parents should help too.

However, lease agreement alone is not acceptable, but may only be used to supplement other documents. Don't you have a bank passbook, phone bills or letter from your employer?

I've one urgent query:

I'd applied for Passport under Tatkal scheme in Aug 2012 and have received the same within 2 weeks.

Now, I've came to know that my Police verification was not done (Post police verification) and status is Adverse.

After this, I went to Passport office on 3rd April 2014 and have requested for Re-initiation of Police Verification. However, request didn't reach that Police Station till 18th April 2014.

Now, I've to travel on 25th April. Please advice.

Will there be any problem with Indian immigration at Airport.

Sorry, I don't know what those terms mean.

But if police verification is just complete, your file will go to RPO and then get printed, so probably 3 weeks more.

If it has already gone for printing, probably 2 weeks more.

Sarath, you need proof of all residences you've lived at in the past 12 months- that will be Thane and the earlier place. Any phone bills, company letter,gas bills, etc will do. Rent agreement will do too, and better if that accompanies an electricity bill in the name of the owner.

If your passport is printing, shouldn't take more than 10 days. It needs to get printed, laminated, checked and then dispatched. Maybe lesser than 10 days as well, but safer to say a week to 10 days.

If you passport has been printed, you should receive it in a week or 10 days.

Ashish, check your post status at the India Post website. I guess you can get it on Monday. It shouldn't take longer than that.

My name is Bikram, I had lost my passport and reissued it submitting the original FIR and other documents, However its been 2 year now and neither i have got PV or my passport. As it was applied before 2012 i cant see the status of my application. During 2012 i checked my application status was showing to re submit persona particular again but i missed that due to i stay away from my native and i rarly get chance to visit my native. Bikram, 2 years is a really long period of time. It's possible your application has closed by now. Go to the RPO you applied and ask for a closure letter. Then gather your docs and apply from Delhi as you currently live there.

Since it was a case of a lost passports, I think you should get a new Annexure L and reapply as a reissue.

Do you have a rent agreement or any other address proof that proves your residency since 1 year? Carry that along with your voter card. Any phone bill, rent agreement, bank passbook, letter from employer should do.

And fill out all details correctly. Do not hide anything about your previous application. It would be recorded anyway.

StatusPolice Verification Report for your passport application is under review at Regional Passport Office. After Police Verification Report is found clear, passport will be dispatched. The police has submitted the police report to the RPO. Your job is over and nothing is needed from your end if the report is clear.

Keep on checking the status. In clear cases, your passport should arrive in 2 weeks or so.

If all details you submitted are true and the police are satisfied, your report should be clear. If your report for whatever reason is not clear, the status will be reflected on the website. This may take time, so if an inordinate amount of time passes before status changes to passport printing or something, you may consider visiting the RPO once.

After reading your blog, I got a kind of feeling that you would be able to assist me on my confusion.

I am going to file application for my mom. I have all the proofs i.e. Address, identity etc however you know name of my father is different on her docs and on my docs.
My docs says my father name as Subhash Mittal whereas my mother docs says it as Subhash Chandra Mittal.
As while getting dependant Visa for my mom, I need to have same information as on my passport.

Can you please advise if there is any way I can get my father's name printed as Subhash Mittal on her passport?
FYI...My father was Indian Railway's employee and expired last year.

You must apply from Bhopal as that is your current address. If you're planning to shift soon, apply after shifting as applying now and shifting before Police verification occurs can be a problem. As soon as you shift, try to get a lease agreement and a letter from your college stating your previous (hostel) address and current address with dates.

i applied for passport under tatkal and hence post pv was to happen.
at the time of pv i was out of town,
and hence i have adverse pv now.
what shud i do??

It is likely that your passport may have been impounded so maybe not possible to travel right now.

You should approach your RPO and request a re-verification. If all data provided by you is correct and you have adequate address proof documents, the new PV should be successful.

A letter from your college with regards to address and duration of stay should do. It will be god if you can supplement it with a phone bill.

I'm not sure how the system for verification of permanent address goes. I don't think any proof of it is required but not sure.

My father name is gulba ram rawal but in my education qualification and bc it is only written gulab ram.
all others proof have written gulba ram ji rawal but my father name is correct gulba ram rawal in my marksheet they din't mention surname in my all proof JI is additional.

My query is bit different.
I have all my marksheets, pass certificates with different spelling of my surname (Salunke). I am now following the spelling as (Salunkhe).Will it fall under "name change category"? If yes, which of the following is better for 'passport"
A "Maharashtra Gazette document" (which I already have) or Affidavit?

One more query for address proof. I am staying in rented apartment since 3 years (proofs available) in Pune and visit my permanent residence once in a year for two/three days. Will it create problem if I apply for passport furnishing all details of present address (rented one) as my permanent address?

For name change, I think Annexure E will do.

In Mumbai listing present address as permanent for rented addresses causes issues, but I don't know about Pune. In Bangalore it doesn't. So as long as someone lives in your permanent address, better to list it as such. Or ask others in Pune about this case.

Dear Ansh, I would be grateful to you for your kind help. I have applied for reissuance of my lost passport. I had been staying on a rented house for the last years. I had a bank passbook as a document on this house. I have shifted to a new house in December 2013, which shows exactly eight months of my stay according to my lease agreement. I had lost my running bank pass book along with my passport. The concerned bank authority has reissued a duplicate passbook with one year transaction. Which bank document you think is appropriate to submit as address proof, because I have mentioned both the address (previous and present)in my passport application form.
Please assist me what should I do as I am not getting NOC from my land lord. Your urgent help will help me to go through as i have only 2 days at hand to meet in person at PSK

Bank passbook for the old address should do, rent agreement along with an electricity bill in landlord's name may be fine for new address. If you can get a letter from your employer stating your new address, that should help.

NOC from landlord is required if you live in Mumbai. Not when you go to PSK, but for police verification.

Any gas bill, phone bill or such along with rent agreement should help, employer letter would be good too.

Try to convince your landlord for NOC, as PV generally occurs for lost passports. You need to think, what will you do if the police ask for NOC. (Again, I've not heard of this happening outside Maharashtra, what is your location?) Tell your landlord it's necessary for the passport in case police ask.

As far as I know there's no standardisation according to different states. But you really should visit the RPO because a status since April indicates some problem.

My friend is reissuing his passport. He was working as an architect in goa for last 2 years and has shifted back to delhi where he lives with his brother in a rented apartment. His brother has been living there since a year and my friend just moved in there 4 months back.The rent agreement is on his brothers name. My friend had a govt bank account in goa. He got the address changed to the current delhi address somehow..so now he has a govt (salary ) bank account in delhi as an address proof..he has his driving liscense which has his old address and he will reissue it with the new address on it and he has a PAN card. now with just these documents – bank statement and PAN card liscense can he get his passport done smoothly? He dosent have any other document. The electricity bills are on the landlord’s name. Also if the bank statement reflects tht he was in goa for 2 years and has been in delhi only since last 4 months will that be a problem? Does he have to show address proof that he was living and working in goa ?Also will it be beneficial if he takes his brothers passport copy and the rent aggrement (brothers name) along too? Please sir your help will be really appreciated.

As your friend is living in Delhi for less than 1 yr, police verification will happen in all addresses he has lived in past 1 yr, so Delhi address and Goa address.

The bank passbook should help. Tell him to get a letter from his employer. Rent agreement may or may not help. PAN Card and driving license do not add much. Address proof for Goa address would also be required.

You need to first close your previous application and obtain a closure letter from the RPO you first applied from- this usually requires a personal visit.

Then apply using your current address with all proper documents.

Sorry, no idea what PSR means. It is an internal Mumbai thing I guess.

Suraj, if PV is not clear, you need to ask your police station for the reason. Were docs fine? Was all info correct? Then you can apply for re verification at RPO.

Hi. I have a new passport since November, 2012. The passport reached to my home without any PV of the local police. Once the police was in my home around Feb of 2013 for PV of the local. But i was out of station for my parent medical urgency.I got a SCN for adverse PV of the local police in July 2014 which was delivered on 31 th march 2014 from RPO. I submitted an application letter to show why not able to attend PV of the local. Then RPO re initiated the PV on 28th Aug of 2014. It reached to my local police on 9th Nov 2014. I submitted all the required document and others... . Now, suppose i need to go outside India before the PV file reached to the RPO what should happend. Will it be smooth to go outside India or again i need to write an application to RPO regarding this? Please suggest what to do.

You need to check with your local PS whether the passport has been impounded or not. They may further send tell you to ask the RPO, if they themselves aren't sure.

The local police station has taken all the documents on 9th November,2014 for clearing the PV file. So, now i am not pending with the PV. But my worry is as it take much time to reach RPO. You should personally visit the RPO- ask them if you can travel. If you have an upcoming travel or such, bring proof of urgency if possible.

I have applied for a fresh passport. I have one year old bank passbook from PSU bank listed in passport website. The problem that i have is that back in July 2014 i lost my bank passbook and bank issued a duplicate one. However my account is opened in NOV 2013 and i had same address on the passbook which i lost. So, would the Passport officer reject my application or put it on hold because of this? Passbook has "ISSUE DATE as jun 2014" and date of activation as nov 2013. please help me. I also have vodafone postpaid bill for 10 months

Rakhu, I am not sure. Do you have any other address proof too? Or, one thing you could do: get letters (at least 2 original, one for passport office, one for verification) from the bank to substantiate your claim.

Eva, unfortunately I doubt whether the passport office would accept only e-Aadhaar. Where is your original? If the card is less than 1 yr old, anyways it would not be enough. You will need additional proof.

Hi Ansh, I have a different query. I had applied for a normal re-issue of passport. I received my passport within ten days before police verification occurred. However I wasn't present home when the verification happened. Now there police has given an adverse report. I need to urgently travel abroad in 8 days. Can something be done? Can I travel with adverse passport report without any hassles during immigration? Can I do anything else within next 7-8 days?

Krishnan, I am not even sure whether Annex E is required. It is possible that the BC may be accepted along with a declaration from parents on plain paper. However I am not completely sure and you may want to ask on the forums at www.indiamike.com

Arushi, if the report has reached the passport office, it is likely that the passport has been impounded and cannot be used. You need to contact the police station for the next step- I think you may need to visit the RPO to reinitiate verification. Whether they will allow you to travel in a week depends on them- carry proof of travel and urgency (tickets, purpose of visit etc). Good luck.

If you mentioned your permanent address in the form, there may be a PV there but I don't know the process for it- most likely you don't need to go personally but make sure your parents attend to a police officer if asked.

Currently I am in Canada and my wife in India have recently delivered a baby girl. to get minor passport I had to reissue my wife's passport. though she received the new passport, we got a message that Police has submitted adverse report on my application.

My wife is on the current address for past 9 month and prior to that she was in Canada for couple of months but her permanent address remains same as current. I didn't mention Canadian add i her application and i think that caused the problem.

How can I overcome that ? highly appreciate your help

The story is: i applied for passport in SEP 2013 (lived in Indore M.P.)& was unemployed. in feb 2014 i got the job in IT company(infosys) & went to Mysore for training for 4 months (feb to june).
then transferred to pune.After visiting 4 times to BHOPAL & giving 5000rs as PANALTY my application got closed.

Now I want to apply it from pune. but while applying it says You have registered under RPO Bhopal but your present residential address lies within the jurisdiction of RPO Pune. The registration and present residential address should be with the same RPO.
because I gave permanent address as my hometown.

Can you please help me with this?

Indeed, mentioning a present rented house as permanent address in Mumbai causes problems. You should visit the police station for future course. Most likely you will be told to visit the RPO and apply for re-verification. Re verification should be successful if you follow the police's advice of mentioning parents' address as permanent address.

Your passport may soon get blocked. Follow next steps ASAP. Oh, and take all docs to RPO.

In normal circumstances, collecting the passport from the RPO is not allowed and I doubt they will give it to you. However you may visit the RPO, stating your urgency, preferably with a proof (such as a letter from company which is sending you for travel) etc.

I have a query. I am currently in Chennai and wanted to renew my passport here9due to expire in 11/2015. My permanent address is in delhi. I have been residing in Chennai since 08/2014 and have rental agreement and letter from employer (SRF LTD.)as proofs. Since one year is not completed at this location so I will have to furbish my previous address details, which was in Kashipur, Uttarakhand for which I have old rental agreement. my queries are:
1. Are all these documents enough, as I don't have any other for my rental address,
2. Do I need to give 2 references for both the places,
3. Since PV might be done and I am in office during the daytime for whole week, how would I know when they would come to check at home,
4. if PV is to be done for Kashipur address too, then will I have to go there to get it done,
5. what kind of letter do I need from reference people

1) Officially they are enough but as the rental agreement was included as an acceptable document only last year, I would carry more. Do you have phone bills? Gas bills?

2) Yes

3) When your status shows something like "Physical PV pending at your local police station" then it means that your file has reached the station. You never know if they come home or not, somethimes they may expect you to come to the station. If they do come, they may send you a SMS/missed call or leave a note with your neighbours. If the status persists for more than a few days, you can visit the station.

4. Likely, but not too sure.

5)Not required always. If the Police asks you to, he may give either a fixed format, or ask for to make your own with the main info such as
i) length of time you've stayed there since
ii) that you have good character
iii) your name, s/o of ______

I stay here in a rented flat since 3 years, have a registered rent agreement which shows i am residing on the present address since two years. I even hold a bank account of Bank of Baroda on the present address of pune which is active since 2 years.
I have applied for Fresh Passport and have to be in the passport office on 18th May.
1) I have a big confusion regarding address proof.

I have adhar Card and ration card of my permanent address where initially my family use to stay. now they have shifted to a different locality about 4 months back and i dont have any document on the new address so the agent has suggested and gave the present and permanent address as same i.e of pune, since i had no proof for my new permanent address and even that i stay here since 3 years. But the rent agreement has my old permanent address on it. What should i do? should i disclose it in the passport office initially before the procedure or should i do everything on the present address only. can there be any cross questioning at the time of passport documentation in the passport office regarding the permanent address?

i have present address proof as bank account, will that be sufficient to show ma address proof?

In Mumbai putting present address same as permanent address for a rented house can cause problems. However I am now aware of any such problems in Pune.

So, as far as I know, you may go ahead,you can use your rent agreement and bank passbook for address proof. Officially, it is sufficient.

Nice post. Just want to share my experience with the police verification, primarily to clarify some of the doubts I had when I did mine.

I got my passport renewed under Tatkaal and it arrived in less than a week. But my receipt said police verification is pending. When I didn't receive a call for verification in a month, I visited the police station but they said my documents had not reached them. I made 3 foreign trips on my renewed passport and visited the police station once more, only to be sent away again.

I finally got a call for police verification only last week, which is more than 1 YEAR after my passport was issued. Turns out the file reached the police station only in March 2015. Wow. Anyway, the procedure for police verification is as follows (mine was in Pune):

- Reach the police station as early as possible. Keep a copy of your passport application form with you and remember the names of your references provided (they ask)
- Find your name in a thick register and note down your serial no. in the register
- One of the officials will take down your details, fill a form and pull out your records using the serial no.
- Submit 2 photos + self-attested photocopies of a list of documents - I submitted an electricity bill (in my mother's name, as the house was under her name), class X certificate, birth certificate, PAN card, driving license, aadhar letter (which had my current residential address on it), company ID card, voter ID card, marriage certificate and a notarized affidavit (the format is there in the passport guidelines).
- The police officer will call out your name when the form is ready, ask a few questions about how long you are residing in the current location, sign your documents, after which they will be signed by another senior police officer. Done.
- Note: I was asked whether I travelled abroad on my passport. Reluctantly, I said yes. They noted it in their records. I doubt that made a difference. After all I couldn't have waited for a year for that clearance to take off. Even though police officers were a little cranky, they were helpful and keen on getting done with those clearances for the day.

I have filled half of the form but I am unable to proceed further. After filling complete information regarding my present residential address I am getting the following error message:-
'You have registered under RPO Ghaziabad but your present residential address lies within the jurisdiction of RPO Delhi. The registration and present residential address should be with the same RPO.'

It seems while registering, you entered your RPO as Ghaziabad. If you live in Delhi your RPO is Delhi so you need to change that information. You may need to create a new user profile.

Looking at the passport document required wizard, it only shows the requirement of NOC if PV mode is Post.

I am not sure what PSK wants - short of convincing the employer I am not sure what can be done. Is there a reason behind the denial?

Hi,

You will need the 10th standard marksheet for ECNR. If born after 26.1.89 you will need birth certificate else School leaving certificate for proof of date of birth.

As long as you have the bottom and top portion of the aadhaar card (if you have cut it out, don't stick again, but keep both pieces with you) it should suffice.

You can take bank passbook too but don't expect it to be accepted.

You can keep the bills you have if your father lives in the same place. Include a letter from your father stating you're his son/daughter and you live with him. It may help, because while in theory aadhaar alone is acceptable, we don't know if the officer/police makes a fuss.

In general, it is best to keep all possible documents you have.

Purva, as long as it's been more than 1 yr on current address then PV will be done only for current address. In theory rental agreement + phone bills are enough but take as many documents as you can- anything in owner's name is OK too, such as gas connection. Can you get a letter from your employer?

If the police was convinced you may be OK- but it's hard to say right now. In case there is an issue, speak to police. And if you have to reapply make sure to use your current address, even if it's rented.

I have applied for fresh passport and my current address is same as permanent address. I stay with my mom and my elder brothers stay somewhere else in mumbai itself and we have rented our upper portion of house which also mentioned in the rent agreement.

When police came for verification I was not available been in office and my mom was out of station. Our tenant spoke with police giving all information to the police also my neighbors were asked about me and everything was fine.

The next I was been called by the police, when I reached there he directly said I am rejecting your application as you do not stay in current address this has been rented out, to which I have explained him everything but still he dint believed me.

I had shown him the rent agreement too, he kept a copy of rent agreement which was signed by me and put an remark in Marathi language on the verification form and told me to sign. I did what he said and he guided me the further how should I go with.

So please can you help me this issue like what should I do now? Is there any problem that I might face?

I had applied for fresh passport and given my current address as permanent address. The upper portion of my house is rented and I stay with my mom at ground floor. Police verification was done and everything was fine as the tenant who is staying with as I was not available at that time and my mom is out station.

The police called me the next and said you don't stay in your current address you mentioned and it is given on rent. To which I have responded that upper portion is given on rent also o have given the rent agreement which also states the same.

The police rejected my application and told me to sign on the application below the remark and I signed the same without reading the remark. I also provided the copy of rent agreement which is now with the police, he told me to sign on the copy of the agreement and informed me that you will get an sms from worli passport office.

Please can you advise me on the above issue. Is there any problem? What should I do further?

It could be a potential problem, though as long as all your details are true, it should not be too difficult to solve. You haven't said how long it has been since your last meeting with the police... in any case, visit the RPO with all your documents and explain your case. They may initiate police verification once again. And when they do that, make sure you are present at home by coordinating with the police.

I was born on 12th july 1995. and have my birth certificate as well. However my others surname in my 10th class marksheet is different and in birth certifcate is different.

Please help.

You should use your birth certificate for proof of date of birth. If you can produce any other document besides class X for ECNR that would be great.

I applied for passport for my 11 months old infant minor baby girl. This is the status:

22/01/2016: Police Verification has been initiated on Post PV basis to SP Office, District South East Delhi and action for passport printing is initiated, to be followed by lamination, signing, quality check and dispatch.

My question is that post verification is done for minors or infants?

PV for infants is generally not done if you have a passport with spouse name endorsed. Seems a bit strange- better to have a word with the police.

Ya ansh. Even I am surprised. Don't know why they asked for post verification. My wife passport is of same address and has my name on it. But my passport is of previous address and don't have wife name. But I had aadhaar for present address.

kindly help me as to what needs to be done.
I am a college final year student studying in coimbatore and due to final year internship currently doing my 6 months internship at Bangalore and this is my 4th month of internship. Since my permanent address is vellore and it falls under chennai RPO jurisfiction i applied there but the PSK refused stating that i need to apply from Bangalore. However i will be back to my hometown in 2 months as my internship and college gets over and also all my proofs are based on permanent addreds. I have one month gap before joining as an employee. If i apply during this period i would not be a student and would be unemployed.

Will that cause any issue if i need to work abroad or pursue higher studies? Will there be any problem on issuing the VISA?

If you apply when you move back home, police verification may also be done for Bangalore address...

Also passport has nothing to do with employment. Applying for a passport while unemployed has no effect on visas etc.

Still my verification for previous address is remaining

So can I get passport by this status only
Or can I want to get clear verification for previous address also.
Because this police asking money to get it clear

So If I am able to get passport by this status. I don't need to get clear police verification for my previous address right?

Still my verification is pending for previous address. So by this status only can i get passport or still I need to clear verification for previous address. Because this police asking money to clear

So if get passport from this status only I can get escape from the previous address verification.

Venu- if your PV is pending for a previous address (if you lived there in past 12 months) then if that fails, it could be an issue.

Its been more than a week since my police verification has been done successfully but still my file status shows it as "pending for police verification".I even contacted police station where verification has done and according to them they have dispatched clearance. What should i do now?

Hi Sir, I have a complicated problem. I am a central govt employee presently employed at Delhi. The address in my passport is my current address in Delhi.I have my wife's name endorsed in my passport. My wife is employed in Kerala and staying there with our daughter. My name is endorsed in my wife's passport also. The address in her passport is of her permanent address in Allappuzha but she is staying in Palakkad due to her job. My daughter is also studiyng there only. Now we want to get passport for our daughter. But our confusion is what all documents are required for it and where am i suppose to apply for her passport i.e wether in Allapuzha or Palakkad. Do I need to get any certificate from her school also. Please advice?

Hi sir,
I am studying in Coimbatore,Tamil Nadu and stays in a hostel there. My permanent address is in Thalassery,Kerala at the beginning I chosed Kozhikode as my RPO but when I give the present adress as in Coimbatore its showing "The registration and present residential address should be with the same RPO." . Isnt it possible to apply for passport with Kozhikode RPO itself, which includes my permanent adress. Should I apply from coimbatore RPO itself?

My daughter's surname field in passport is blank since in tamil nadu there is no surname. we have initials which have been expanded and are part of her given name columneg YYY ZZZ. can we shift the initials into surname column.Would the name then become ZZZ YYY? Now they have deleted Annexure E from the list of annexures for passport application. In countries like china and singapore people have surnames in front. In singapore while people of chinese origin have surnames in front while Indian origin people have it in the end. How do we reconcile her other documents should we fill her surname column in passport since in all other documents her initials are in front?

If your passport has your current address, that can definitely be used as proof of your wife's application. Any other documentation of yours with your address may or may not work. You can try.

Do you both have a joint account? Or does she work and can she get a letter from her employer?

You would have to go in for a renewal and submit the appropriate documents. Include an apology letter for making the mistake and be prepared to be questioned for it. Have your wife submit a letter too, along with her ID (passport is best, if she has one).
